On 14 July 1998, a Joint Committee on the Interim Agreement was set up and negotiations on a free trade agreement were opened. Nine rounds of negotiations took place from November 1998 to November 1999. Negotiations on the Free Trade Agreement between Mexico and the EU were concluded on 24 November 1999. Mexico and the EU have agreed to accelerate trade negotiations to modernise their free trade agreement. The EU-Mexico Joint Council met for the first time on 27 February 2001. At that meeting, the Joint Council adopted the outcome of the negotiations on trade in services, capital movements and related payments and intellectual property, which are due to enter into force on 1 March 2001. The Interim Agreement, which was to remain in force until the entry into force of the Comprehensive Agreement, was approved by the Mexican Senate on 23 April 1998. The produced part of this agreement was approved by the European Parliament on 13 May 1998 and the Contracting Parties exchanged instruments of ratification on 30 June 1998 so that the Interim Agreement on trade and trade-related matters could enter into force on 1 July 1998. The eighth round of negotiations took place in Mexico City from 8 to 7 January 2018. The ninth round of negotiations began on 12 February 2018 in Mexico City. Mexico and the European Union concluded negotiations on a new global agreement on 21 April 2018. The new agreement covers political, economic and cooperation aspects in order to strengthen political dialogue, boost trade and investment and strengthen technical and scientific cooperation between the two sides. On 13 May 1996, the General Council of the European Union approved a mandate to negotiate an agreement with Mexico. Negotiations began in October 1996. In December 1997, the European Union and Mexico signed an agreement consisting of three pillars: an Economic Partnership, Political Cooperation and Cooperation Agreement (known as the “Global Agreement”), which served as a basis for the negotiation of a free trade agreement between Mexico and the European Union; an Interim Agreement on Trade and Trade-Related Matters (`the Interim Agreement`), which provided for the framework and mechanisms for trade liberalisation and a Final Act.
The Agreement was adopted by the Council of the European Union on 28 September 2000 following notification by the Contracting Parties of the completion of the procedures necessary for the entry into force of the Agreement and entered into force on 1 October 2000. Both sides are currently finalising the legal revision of the text of the modernised agreement. Once translated into all EU languages, it is sent to the EU Member States and the European Parliament for signature and conclusion. The trade aspects of the Global Agreement were adopted by Decisions No 2/2000 establishing a free trade area for goods and No 2/2001 establishing a free trade area for services of the EU-Mexico Joint Council. The EU-Mexico Joint Committee held its first meeting in October 2001. Since then, it has met eight times. The last meeting was held in October 2008 in Mexico City. Article 45 of Title VII of the Economic Partnership, Political Cooperation and Cooperation Agreement (Global Agreement) established a Joint Council to monitor the implementation of the Agreement.
